The Scar on the World
Haven is a small independent city located on the Almoth Plain. It is ruled by a small group of wealthy merchants whose primary function is supposed to be making the city safe for trade. This is made much easier by a mysterious hemispherical semi-transparent silvery shell that covers the city which stops everyone with hostile intentions to the city from entering — no hostile army has ever invaded the city, and even bandits often don’t make it through the silver shield, as it is called by the citizens of the city. What happens to those who attempt to pass through the shield and don’t come out is unknown, as is the exact criteria that the shield uses to determine who it will let through, as is the source of the shield! In all, people of Haven tend not to worry about it, and those merchants who travel there to sell their goods normally only worry about it the first several times they go through. One consequence of the shield is that the area around the city is filled with small bands of unsavory types who are worried about whether or not they’ll be able to cross, and hence tend to stay out of the city, even after guarding a merchant caravan that traveled there. That said, the bands that surround the city tend not to trouble people passing in and out, due to the extremely well equipped, if rather inexperienced, city guard, the main effect of having these bands around the city is that it is very easy to find mercenaries, should one need them.
The ruling council, which consists of the 10 wealthiest merchants in the city, tends to spend it’s time involved in internal conflicts, and devotes little attention to the actual rule of the city, excepting anything relating to making money, which makes Haven an excellent place to find, well, anything. Nearly everything, with the exception of slaves, is found for sale in the markets of Haven, and information is a particularly expensive specialty.
